the construction unit shall apply for or change the pollutant discharge permit before the discharge of the construction project in accordance with the relevant regulations. enterprises should ensure the legality of their own sewage discharge during the production and operation cycle. shanghai enterprises must comply with the requirements of the detailed rules for the implementation of the administration of shanghai pollutant discharge permits, monitor themselves, record the ledger, complete the disclosure of monitoring and implementation reports.
